The Animal Health Development Programme (AHDP) is a four year, EC funded programme working within the Department of Animal Health and Production, Ministry of Agriculture, Irrigation & Livestock (MAIL) of the Islamic Republic of Afghanistan, to develop animal health services throughout Afghanistan.
MAIL is being assisted in this task by a team of long and short-term consultants working under a service contract awarded by the EC to Landell Mills Ltd, a British Consultancy Company, in association with ALC Consultants Limited and DLO (Agricultural Research Organisation of Wageningen University and Research Centre).
“Improved livestock productivity throughout most of Afghanistan”
The overall purpose of the project is to assist MAIL to develop sustainable animal health and production services throughout Afghanistan, by strengthening institutional and organisational capacity.
To succeed, AHDP will need to achieve the following 4 results:
Result 1 A restructured Animal Health & Production Department established and performing prioritised core functions at national, regional and provincial levels & working in partnership with private sector animal health service providers at district and village levels.
Result 2 A functioning system of national veterinary laboratories, consisting of a Central Veterinary Diagnostic and Research Laboratory (CVDRL) supported by regional and provincial laboratories, with staff able to perform diagnostic services for the public and private sectors; and providing an understanding of the epidemiology of most animal diseases existing in Afghanistan that is being used to formulate detailed animal health and welfare policies, with strategies for disease control.
Result 3 A sensitive epidemio-surveillance network detecting animal health and welfare problems, and linked to rapid and effective diagnosis, response, and control.
Result 4 The CVDRL is performing quality assurance tests for the vaccines against priority livestock diseases produced locally and the vaccine production laboratory’s statute has been revised to make it able to operate fully on a commercial basis to satisfy local demand.
